Renovation on hold: single family homes in Bulgaria – from challenges to opportunities

This report written by Za Zemiata (Friends of the Earth Bulgaria) explores the perceptions, barriers, and motivations that shape home renovations in Bulgaria. This comprehensive and qualitative study zooms in on single-family homes, accounting for nearly half the housing stock in Bulgaria, which are often overlooked in national energy efficiency policy. The research brings together the perspectives of homeowners, municipal authorities, building professionals, and civil society organisations in order to formulate policies and tangible action plans to deliver decent, affordable, and energy efficient homes in Bulgaria. The report concluded with the fact that renovating single-family houses is more than energy policy alone. It is a social transformation: a means of revitalising communities, improving living standards and rebuilding trust between citizens and the state.

Making electricity cheaper: RAP’s eight priority actions

The future energy bill for European industry, businesses and households is an electricity bill. Electrification presents perhaps the greatest opportunity to decrease reliance on fossil fuels and decarbonise end-uses. Unlocking the many benefits of electrification requires lowering electricity prices. Louise Sunderland, Zsuzsanna Pató, Monika Morawiecka and Bram Claeys have identified eight priority actions to make electricity cheaper. The authors focus on driving down the costs of the electricity system and allocating costs efficiently between different groups and over time. All actions should be implemented immediately and impact in the short-, medium- and long-term. Policymakers and regulators looking to drive down the cost of the electricity system can look to these eight actions to galvanise their efforts.

Heat Pump Policy Toolkit

Heat pumps, a critical technology for clean energy systems, are becoming the most important technology for heating decarbonisation. Currently, the vast majority of heat is provided by fossil fuels. In order to promote and encourage heat pump installations across the globe, the Regulatory Assistance Project, CLASP, the Global Buildings Performance Network, and Agora Energiewende have developed this heat pump policy toolkit—Version 2.0 — which provides a suite of tools, and advice on how to use them, for policymakers interested in promoting this critical technology.
